Energy Assessor regulations are all fairly new. The whole are was invented to try and ascertain energy use in buildings, both new and old, residential and commercial, with the ultimate aim of reducing it to reduce carbon emissions.
Domestic energy assessments needed for HIP or Home Information Packs are done very rapidly and usually involve a check of glazing, insulation, wall structure, boiler and heating system in order to give a rating from A-E. This part of the HIP is surviving.
Assessors will know from the housing type what the range will be - ie, Edwardian terraced houses have a typical range, detached modern houses another, old cottages another, etc.

Ofgem is supposed to be in charge of microgeneration. But Ofgem have complained it costs them £600,000 a year to do the paperwork - about ten times the amount each small solar, wind etc setup receives. Bureaucracy gone mad?
